Statutory review of Australia’s BetStop self-exclusion service launched

Australia’s Minister of Communications, Michelle Rowland, has appointed Richard Eccles to conduct the first statutory review of the country’s national self-exclusion register – BetStop.

Implemented in August 2023 by the Australian Communications and Media Authority, BetStop is being reviewed due to a requirement in the Interactive Gambling Act 2001, which states a review of the self-exclusion service must be conducted after a year of operations to make sure it is an effective measure to protect those vulnerable from gambling harm.

The Minister’s statement also said that the review will “add to the evidence base on the impacts of BetStop in Australia and voluntary exclusion programs to help inform future policy”.

BetStop covers all Australian licensed igaming providers, stopping them from opening a new account for self‑excluded individuals, accepting bets from them, or sending them marketing material. Operators must also close existing betting accounts for registered individuals.

Audit concludes Spelinspektionen’s gambling supervision is ineffective

Riksrevisionen, the Swedish National Audit Office, has completed its audit of Spelinspektionen and has determined that the authority’s supervision of the country’s gambling market is ineffective.

In response, the gambling regulator has stated that it welcomes the audit office’s review, noting that “several issues are still awaiting practice in court” and that it has also received increased budget funds for 2024, which were “a decisive factor” in developing its operations further.

‘Not sufficiently effective’

The audit of Spelinspektionen began in November last year, with Riksrevisionen tasked with assessing if the regulator’s management over the Swedish gambling market is effective. Part of the audit’s responsibility was to see how Spelinspektionen had supervised the country’s gambling since the market was re-regulated in 2019.

Lisa Nandy: DCMS determined to ‘strike the right balance’ on UK gambling

Secretary of State for Culture, Media and Sport, Lisa Nandy has underlined the government’s commitment to ensuring the “players can continue to enjoy gambling as a pastime without the harms”.

Crown Resorts fined AUS$2m by VGCCC for self-exclusion breaches

Crown Resorts has been fined AUS$2m by the Victorian Gambling and Casino Control Commission (VGCCC) for over 200 self-exclusion breaches that took place during an eight-month period at its Melbourne location.

In a statement, the VGCCC said that between October 2023 and May 2024, Crown Melbourne allowed 242 people who had self-excluded from gambling to place bets at the casino. These self-exclusion breaches were detected through the commission’s ongoing monitoring of the casino’s operations.

Through its investigations, the VGCCC determined that the breaches were “due to system and control failures rather than deliberate or egregious disregard by Crown of its regulatory obligations”.

Fran Thorn, Chair of the VGCCC, commented: “It is an offence under the Casino Control Act 1991 (Vic) to allow an excluded person, including anyone who has self-excluded, to enter, remain or gamble in the casino. It also contravenes Crown Melbourne’s obligation to protect people at risk of gambling harm.

VNLOK/NOGA raise concerns over KSA’s channelisation figures

The Netherlands’ gaming authority, Kansspelautoriteit, has published its semi-annual monitoring report for the Dutch online gambling market, noting that gross gaming result (BSR: stake minus payout) in the first half of 2024 is up by 8% in comparison to the last six months of 2023.

Regarding channelisation, KSA’s report revealed that it is currently expecting legal operators to see 87% of total BSR in 2024, while 95% of players are also only playing with licensed operators.

However, these channelisation figures have caused concern from the trade associations Vergunde Nederlandse Online Kansspelaanbieders (VNLOK – Licensed Dutch Online Gambling Providers) and Nederlandse Online Gambling Associatie (NOGA – Dutch Online Gambling Association).

ANJ ‘100% winner?’ campaign informs public about illegal gambling websites

Autorité Nationale des Jeux, France’s gaming authority, has launched a new information campaign about online casinos – “100% winner?” – to remind the French public about the dangers of illegal online gambling websites.

The campaign is part of the ANJ’s 2024-2026 strategic plan to tackle several objectives in the country’s gambling market, which includes combating illegal gambling.

It also follows a 2023 study conducted by the PWC for the ANJ on illegal gambling in France, which noted that between three to four million people have gambled on illegal sites, with online casinos being the most popular.

Beginning in October, the “100% winner?” information campaign aims to raise awareness amongst the French public about online casinos being illegal in the country, as only online poker, online sports betting and online horse racing are regulated.
