Responsible Gambling Council names Sarah McCarthy as new CEO

The Responsible Gambling Council (RGC) has settled on its replacement for retiring CEO Shelley White.

After an extensive search process, the RGC has appointed Sarah McCarthy, the former Vice President of Strategic Initiatives at the Rick Hansen Foundation. McCarthy will start work officially on Jan. 5, 2025.

In a memo to stakeholders, the RGC described McCarthy as “a collaborative executive leader with 15 years of experience in leading teams to build and deliver social impact through the development of innovative solutions to complex challenges.”

At the Rick Hansen Foundation, a charity dedicated to raising awareness, changing attitudes, helping create accessible spaces, and liberating the amazing potential of people with disabilities, McCarthy’s responsibilities encompassed strategic and operational planning, program implementation, and the stewardship of impactful business development strategies.

Dutch evaluation deems KOA inconsistent on Duty of Care

An evaluation of the Remote Gambling Act (KOA) in the Netherlands has highlighted critical failings and gaps in legislation protecting consumers and vulnerable groups.

The House of Representatives has received the ‘WODC Report,’ conducted by the Research Agency for Justice and Security, which evaluates the Remote Gambling Act (KOA) – the legislative framework that launched the Dutch online gambling marketplace in October 2021.

The three-year evaluation determined ‘mixed outcomes’ for the policy objectives sought by KOA, which aimed “to create a responsible, reliable, and verifiable gambling offer and to direct players to this regulated offer”.

While the legislation has developed a reliable alternative to unlicensed options, the report deems that policies have failed to establish ‘responsible gambling environments.’ This shortfall is attributed to KOA not intending to drive demand for online gambling.

New Dutch project launches to protect vulnerable groups from gambling

Two new websites have been launched in the Netherlands to warn Dutch consumers about the dangers of using illegal gambling offerings.

Irish government begins recruitment for GRAI regulatory positions

Ireland’s government is encouraging candidates to apply for seven positions at the newly established Údarás Rialála Cearrbhachais na hÉireann – the Gambling Regulatory Authority of Ireland (GRAI).

Earlier in October, legislation which provided the framework and legislative basis for GRAI’s establishment was passed in both Houses of the Oireachtas.

President Michael Higgins also recently signed the Gambling Regulation Act into law, allowing for Ireland’s gambling regulator to be established.

GRAI will be responsible for the licensing and regulation of online and in-person gambling in Ireland, focusing on public safety and wellbeing, in addition to having the power to regulate advertising, gambling websites and apps.

NY’s Responsible Play Partnership present further prevention measures

New York State’s Responsible Play Partnership (RPP) has announced additional collaborative measures to help prevent problem gambling in the US state.

The RPP is a shared initiative between the New York State Gaming Commission, the New York State Office of Addiction Services and Supports (OASAS) and the New York Council on Problem Gambling (NYCPG) to help address problem gambling, as well as ensure all gaming entities are compliant with rules and regulations and offer help to individuals who need it.

Further measures being implemented by the RPP include “providing prompt support to gamblers who find themselves in crisis, ensuring that gaming industry workers are properly trained to identify and interact with potential problem gamblers and collecting specific data from mobile sports wagering operators to better research its impact on New Yorkers”.
